The requirement for a written exposure control plan under OSHA’s respirable crystalline silica standard for general industry 29 CFR 1910.1053(f)(2), which covers the oil & gas industry, states that “the employer shall establish and implement a written exposure control plan.” In the oil & gas industry a “responsible person” is a term used for a person that has a role within the company to protect the workforce and comply with OSHA requirements. This type of person could be assigned by the company to develop and implement the written exposure control plan required by the standard.
